You aren't writing Apple here. This is a user to user only forum. I'm going to guess you're using Face ID on your iPhone, right? If you are, the reason you can open Control Center from your lock screen, even with that option turned off in settings is because YOU are looking at your screen and your phone knows it's you, because of Face ID. If someone else walked up to your iPhone and tried to open Control Center, your phone wouldn't recognize them and they wouldn't be able to open it. In other words, it really wasn't designed to prevent you from opening Control Center. It is intended to prevent someone else from opening Control Center.
