My screen time passcode is unable to be removed, my screen time passcode was set a couple of years back but now neither my parents nor I know what the password is and they don’t know what their passwords are for their apple accounts. And when trying to reset their accounts we keep getting the not enough information thing. And I can’t factory reset completely because I have important stuff on this device.

Your parents are going to have to use Account Recovery to gain access to their accounts. There is a waiting period when there has not been enough information to immediately reset the Password. Also review the information in the Support Article where the device cannot be used depending on how the request was initiated, otherwise the Account Recover will be cancelled and you have to start over.

Resetting the Screen Time passcode is ineffective if you later restore from a backup, because the backup will reinstate the original passcode. Your only viable path is to sync all data to iCloud, perform the reset, and then allow iCloud to resync your information. Under no circumstances should you restore from a backup that includes an unknown Screen Time passcode.
Unfortunately, you don't have much choice.
