Apple's online and official bricks-and-mortar stores only sell the "current" models of Apple devices. In this case, an iPad Air will be an M3.
By contrast, third-party and Apple-affiliate stores may offer both current and/or previous models. If purchasing from these retailers, you may need to be careful to check the product description/model to see precisely what you are purchasing.

I would not assume that about the Certified Refurbished store, as it may have older models for sale.
Indeed - this being an example of third-party retailer that offers two model-years of iPad Air - that can be differentiated by the [clear] product description.
So why when i choose saudi arabia as the country to shop tells me that the ipad air doesn’t have Apple Intelligence while in usa or united kingdom it shows up that the ipad i chose have apple intelligence
Apple Intelligence is not available in all countries/regions. Adequate hardware alone, that supports the feature, does not assure access to all features.

Apple's personalised/engraved products can only be ordered online - and are not available from physical Apple Stores.
Next, Apple's online stores are regional or single country - and will not ship internationally to another region/country or to known freight forwarding address. For avoidance of doubt, Apple's US online store will only ship to US addresses, while Apple's EU online store will only ship within the European Union - and so on.
As you reside in Egypt, you will need to find a supplier in-country - most likely an independent retailer who has imported stock to your country. If engraving is important to you, this may have to be arranged locally - but understand that engraving by a third-party will almost certainly void any warranty that may apply.
Alternatively, you might have a friend in a country served directly by an Apple online store - who may be able to order/purchase on your behalf and ship the item(s) to you after they have been received by the friend. Be aware that onward shipping will almost certainly incur additional import duty and taxes when received by you in Egypt.
