How to resolve iPad mini speaker problems in FaceTime

On my iPad mini (6th generation), audio from the built-in speakers does not work during FaceTime calls. Additionally, my third-party keyboard and trackpad are no longer connecting. Both accessories previously worked as expected on iPadOS 18.
