Go to System Settings > Keyboard > Keyboard Shortcut (button) > Spotlight, and make sure the command is set properly. You can also click the Restore Defaults button at the bottom.

Command-space works properly to launch Spotlight on 26.2 for me, with Siri (and Apple Intelligence) off.

No, it shouldn't make a difference. I'm using an Apple Magic Keyboard with Num Pad on my MBP in clamshell mode. Spotlight was and remains Command-Space. Control-Space does nothing. On your Mac, what does System Settings > Keyboard > Keyboard Shortcut (button) > Spotlight list as the keyboard shortcut? If it lists Command-Space (as in my screenshot, and that's the default) but for you Command-Space is NOT opening Spotlight, then that IS weird. Maybe you've mapped the Modifier keys to non-default options? That can be done on a keyboard specific basis:

I am having the same problem as kpgkpg. After my Mac booted, command-space did not bring up Spotlight. I checked the Keyboard shortcut and it looked correct. However, I changed command-space to command-L to see what would happen and it worked - command-L bought up Spotlight. So I changed it back to command-space and to my surprise, it worked. I don't know what is going on but this is what I'm doing now - if command-space does not open Spotlight, I bring it up using the microphone key (I am using a Keychron keyboard). I only have to do this once, and then command-space works all day until I power down the computer. Thanks!
