A properly formed hyperlink in a PDF document opened in Preview on Tahoe 26.2 works but not without Apple introducing a new, arseful dialog, instead of just directly opening that hyperlink in a new browser tab.
To avoid this annoying dialog, one must right-click on the hyperlink and choose Open Link. No apparent modifier keys used with a mouse click override this dialog appearance.
I have filed feedback with the macOS product team about this worthless new dialog.
The ability to apply a hyperlink annotation to a PDF ended with Preview in Snow Leopard.
i will upgrade the software to Tahoe 26.2...my situation, i use Apple Logic Pro software for music and the available PDF documents by Apple. it is these PDF's that the hyperlinks don't function when using Preview. the PDF hyperlinks allow me to browse within the different sections of the documents quickly. i will let you know how it goes...
