My FaceTime is completely disabled. The toggle itself is inactive, and I can’t activate it with either my phone number or email. Screen Time and profiles are all off. I believe this is a FaceTime activation issue tied to my Apple ID. Could you check

Try hard resetting the phone. Sometimes doing that will fix FT and iMessage when they happen to get quirky.
