How do you know this? Have you personally observed it? Or has it been reported to you? Does this happen with everyone? Or just one person?
The people involved are myself and my spouse. My spouse brought it to my attention asking me why I deleted a message that was addressed to them with a cc to me. Not sure about other instances or people. I do know that routinely if we both get the same message sent to us and one of us reads the message it gets marked as read in the other person’s inbox even if they hadn’t opened it.
Make sure. Because this is expected if you share an Apple Account. Go to Settings and look at the top of the screen on each iPhone. Are the names and email addresses different?
Another possibility: Do you share an email address?

Does the other recipient share an Apple ID with you?
The other person has their own Apple ID.
I checked our phones and iPads. The ids were set up correctly.
