Unable to sign in to Apple TV (New User with no Apple Device)

I am trying to sign in to Apple TV - on a PC. I do not own any apple devices, but have created an apple account to sign in. However, I am getting an error when I try to sign in. I've attached a screenshot of the same. Any help will be appreciated.
