I bought Icloud storage by my credit card before. However now I have some balance in Apple ID, how can I use it for the next payment for icloud storage? Icloud storage is charged monthly by credit card and I don't find the change of payment?

If you have balance in your account that will be used first for almost any purchase you make. When there is none left, your other payment method will be used.
How iTunes Store purchases are billed - "When you make a purchase, content credits are used first, followed by Gift Certificate, iTunes Card, or Allowance Account credits. Your credit card or PayPal account is then charged for any remaining balance." You can't change the payment type order.https://support.apple.com/HT201359
