iMessage for iPad WiFi only
I have iPad mini 5 WiFi only and android phone , Can I use iMessage by my phone number ( I have Apple ID because I had ever used iPhone 5s before)

I don't know if that will work, unless you plan to switch back to your iPhone. Once you go back to your Android phone, you'll be right back where you started, I'm pretty sure. iPad is a great device, but to take advantage of all it offers, it needs to be a companion to an iPhone, especially for texting purposes.

You can associate a cellular telephone number with iMessage on an iPad only if that number is in use with an iPhone. Otherwise, you can only use email address(es) with iMessage on an iPad.
Your Android phone has nothing to do with iMessages since that service from Apple only worked between Apple devices.
You will only be able to choose your phone number if you had an iPhone. Since you don't have an iPhone, you will only be able to choose your email address as an option in Settings > Messages > Send and Receive

As long as the phone is active, yes. However, as soon as you put the SIM back in your Android phone, it will stop working.
In order for the iPad to use the iPhone’s number, the iPhone must be an active device, paired with the iPhone and both signed into the same iCloud account. You cannot transfer the number to the iPad - your iPad can share that number with an active iPhone, but otherwise, the iPad cannot be associated with any cellular telephone number.
You can only communicate with other iOS devices, since you don't have an iPhone. You won't be able to text with Android users on your iPad without a linked iPhone.

yep I want to text to iOS user not android but the name of mine is my Apple ID not phone number , I want to show my phone number
