Having an Apple Music subscription does not waive the cost of actual purchases in the iTunes Store. While subscribed you can still purchase songs and albums to keep even if you cancel the subscription.

For Apple Music songs and albums that can be downloaded for free, make sure you are using the Browse and For You tabs in the Music App, rather than the actual iTunes Store app.
