Hi good morning, I would like to cancel my subscription with iTunes I no longer need the extra space I have a 256Gb IPhone I need this 99c to be remove from both my phones thank you

You evidently currently have the 50GB storage level in iCloud. This page tells you how to downgrade to the free 5GB level:

With a phone with larger storage you may find that you are unable to do backups to iCloud (if that's what you want to do) if it has too small a space.
