I keep getting a message that my account has been disabled in App Store and iTunes. How do I fix this problem?

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
