I need help unlocking this Iphone that I bought second hand. Ive contacted the owner and its been 2 months and still no response. There is an activation lock and i was essentially scammed for $255.

You are correct, you were scammed. They haven't, and will never respond because they sold you a stolen phone.
We fellow users cannot help you. Apple will not help you unlock the device. All you can do with it is properly dispose of it for recycling.
There is no other than contacting the person and asking him to remove activation lock
There is not, and I dont know what to do about my now lost $255
File a report with your local police for theft/fraud.
Apple does not get involved in 2cd hand sales. This is
between you and the seller.
