How to see hidden files and folders when third party app opens finder window?

When I'm using a third party and the third party app opens a finder window to let me select a file or a folder, how do I see hidden files and folders if they don't show?

Mac mini, macOS 10.14

If the Application is created using Apple's Cocoa frameworks, and the developer has not explicitly disabled showing hidden files — then the shift+command+. will toggle between showing or not showing hidden (dot) files in the File chooser window. Applications such as LibreOffice, which are written using the Qt5 frameworks, will not offer this toggle capability in their File choosers.
