so I am using iPhone 8 and the rear camera or the flash won’t work at all I was trying to get repaired then I realized I have apple care till May 2020. Can I repair my iPhone for free since I have apple care even though it was an accidental damage by the consumer?

Yes you can, but there's a small fee for accidental damages under AppleCare+. See this article (valid in US Apple Stores), at section "Screen repair and accidental damage fees with AppleCare+":

So it should be AppleCare+ (extented two years).
To feel more comfortable, contact Apple Support and ask them : Contact – Official Apple Support
or
visit an Apple Store: Apple – Location Selector
The latter, after checking your device, should be able to give you all the availabloe options (prices included)

If you payed for a protection plan extension, then you should have subscribed to AppleCare+
AppleCare (not plus) is intended as the normal warranty period (not covering accidental events).

It says this so am I not on apple care plus? If I’m not how much do I need to pay for repair?
Is there difference in apple care and apple care +? I think i have apple care but I’m not sure ab it. Or are those two things the same thing
