Can find my iPhone be turned on from another device?

No, it cannot. If it was not turned on for the device that is missing, then you will not be able to track it. The only way to track it is explained here, If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support which starts by saying that Find My iPhone has to be activated before it being lost/stolen.
