Can I switch Apple care to a new device?

I am upgrading my Apple watch 4 to an Apple watch 4 w/ cell. Can I transfer my Apple Care to the new watch?

No but you can cancel it or transfer it to a new owner. See: How to manage your AppleCare plan - Apple Support
