Unable to remove my visa from payment methods

Ever week, i recieve sms from my bank about 17.98 $ paid for apple.com/bill UNES.com, and iam trying to take off my visa card from the apple Id payment, they are telling me( Unable to remove, there is an active subscription on this account that requires at least one payment on file)

please help me to Remove my visa from payment method and stop taking money from my account please
