My iPad 2 shows 12.4.1 as "your software is up to date." However, my two newer iPads both recognize and updated to 13.2.3. I've tried restarting, connecting and disconnecting to wi-fi and connecting to iTunes. Any suggestions?

An actual iPad 2 (from 2011) can't update beyond iOS 9.
If your iPad is running iOS 12, its not an iPad 2.

Then we can tell you whether it can actually update to iPadOS 13 or not.
If its an actual iPad Air 1, then yes, iOS 12.4.3 is as far as it can update at this point. It cannot be updated to iPadOS 13.
If its an iPad Air 2 or iPad Air 3, then it can update to iPadOS 13.
