I have an iPhone 5s which is running iOS 12.4

I have an iPhone 5s running on iOS 12.4 & the phone is saying it is up to date, however there is an iOS 13, the problem I am having is that reminders is not syncing across all devices, this only started happening after the last but one update. Any ideas would be helpful.

iOS 13 doesn't support the iPhone 5s, which is why the iPhone is saying it is up to date.
