I need to reset the password for my apple ID which is used to log into my ipad. however, I do not remember if I ever set up the security questions/answers. Meanwhile, the rescue email is linked to a retired email address

A reset link should also go to you primary email address. Try the links below and if you are asked for security questions, see the forgot link below.
