Apple music subscription fail

Hello, I have a problem with buying an apple music subscription for students. I filled all the information about my credit card which is needed for subscription. But it always says that payment method is declined and when I hit “continue” button I am sent to “manage payments” and next to my card “failed” is written. I opened it, filled as numbers again, then try to buy subscription and it’s happening all over again.
