Unlocking an iPhone 7

My son-in-law gave me his old iPhone 7 but does not remember his Apple ID.

I went to my carrier (Verizon) to try to get the phone set up and was told that they could not clear the phone and only Apple could do that with him there. Is that true? He is in CA and I am in NY. Is there any other way to clear an iPhone

Yes, it’s true. Your son-in-law must demonstrate that that he is (was) the original owner of that device.

Nobody else can help you to bypass activation lock, since it is an anti-thief feature.

His email may have been discontinued but unless that was also a work Apple ID where all billing was paid by his employer the Apple ID is still his. He can call AppleCare and ask to be transferred to the Account Security Team and set up that Apple ID and change the password. From there they can tell him how to clear the Activation Lock from his location.
