Go to Settings > Touch ID & Passcode, tap “Change Passcode”, enter your current 6 Digit Passcode, and when you see prompt to enter new passcode, tap first on Passcode Options and select 4 -Digit Passcode.

If you don’t see option to choose 4-Digit Passcode you iPhone might have some restrictions on that prevent you from having weak passcode security; this can be built in restrictions, a profile/MDM configuration, an Exchange account configuration.
