Hello burk35 and welcome to Apple Support Communities.


I see you are trying to get a copy of the contacts on your iPhone over to your wife's device.


Contacts are not directly transferable between devices. However, if you have access to a Mac, you can make this happen using iCloud.com.


What is iCloud Contacts? - Apple Support


Start by trying to restore the contacts for your wife's iCloud account.


Restore contacts, calendars, and more in Settings on iCloud.com - Apple Support


If that is not effective, then try this process:


1) Go to iCloud.com and sign in.


2) Choose the Contact app. You should see all of the contacts associated with your iCloud account. (Note: if some of your contacts are associated with a different service such as Google or Yahoo, you may not see all of the contact data that you see on your iPhone.


3) Choose the contacts you want to export. You can pick and choose by pressing the Command key and selecting each contact. Or, if you want to choose them all, click on the first one in the list, scroll to the end of the lis, press the Shift key and click on the last item to choose everything. (Note the Command + A Select All command does not work in this instance.)


4) Click the gear icon in the lower left on the iCloud window and choose the option to Export vCard... You'll get a dialogue box asking if you want to export X number of contacts and, depending on the version of macOS you're running, you may get one asking if it's okay to download data from the iCloud.com site.


5) The data file will download to your Downloads folder. You'll probably get a warning asking if you want to import duplicate contacts. Just hit Cancel. The exported file will still be in Downloads and no duplicates will be imported.


6) Use the Finder to access the Downloads folder, single click on the exported contacts file and use the Share button to send that to your wife via email if you are using two Macs. If you are doing it all on one Mac, you can skip this step.


7) Sign out of iCloud and have your wife sign in to her account.


8) Choose the Contacts app in iCloud, click the gear icon and choose Import vCard...


9) Choose the exported file. You'll get a dialogue box asking if you want to import X number of contacts. Approve the import.


Once the contact data has been imported to your wife's iCloud account, it should migrate to the iPhone. She may need to sign out of iCloud on the iPhone and back in at Settings > [your name] > iCloud.
