How can I “open finder?”

Finder is the "file browser" in macOS among other things.

If you are running Mojave, it's a sand dune. If High Sierra, it's a lake high in the mountains. Before you open any Applications, it fills the entire screen except for the MenuBar and the Dock.
If you click on any portion of it, even if the rest is completely covered by Application windows, The Finder becomes active.
To open a Finder window just click on Finder in your Dock(far left).
... or click on the Desktop picture.
The Finder owns the desktop, and clicking on the Desktop makes the Finder active.

I'm totally confused now. What "picture" are you referring to and maybe you could post a screenshot?
Whew! Yes of course, I do that all the time to make Finder active. I thought you were talking about opening a Finder window.
