If you are the owner of the said iPad, you can easily remove it from management from your MDM dashboard. You can also in this case access your iPad settings and remove the MDM profile. But if you are looking at this as a way out to use your school's/office's iPad for personal use, you won't be able to do. The control lies with the IT admin, best to contact them.
Typically, no. The profile is unique to the enrollment. Reusing the profile may be possible, but will cause many issues. If your device is owned by your organization and they use Apple Business Manager with the MDM (and the device was enrolled in ABM), it will automatically reapply the profile after the device is wiped.
The MDM platform may determine if the profile can be removed. If the profile is removable, your device may have to be re-enrolled.
Who really owns this iPad? You probraly have to talk to IT department about removing MDM profiles.
