Remote Hacker

For 3 months I’ve been remotely hacked while the hacker uses my accounts, puts me on screen time lock’ changes all my passwords, takes over my WiF! I think he/she is doing some illegal mailing cause I keep getting high CPU usage notifications! Does anyone have any idea how to disconnect them from my devices? This happened on my Gateway desktop; an Apple 8 iPhone, and an Apple iPad. Not Apple,Microsoft,AT&T, Norton, Google, Geek Squad, or the police have been able to help,
