Can people I don’t know or people that hadn’t had contact wit my iPhone still be able to jailbreak it cause I think I have a virus

they have send you a sms, mail or a website popup claiming they did though
Recognize and avoid phishing messages, phony support calls, and other scams - Apple Tugi
All such messages are scams. Close the offending page and avoid sites that are involved in such bogus advertising tactics.
Your device can't be hacked and you don't have a virus.
There was a pop up saying i have a virus

also When I Tried to loggin to Instagram it said password incorrect so I tried to recover by email but it sent it to a email I didn’t know
Which is an Instagram account issue, not an iPhone issue.
