Hello!
What you may need is a USB C hub with power delivery capabilities as the iPad may not be able to power the drive by its self. Below I will post a few links from some hubs that I use from Amazon. Ill also post a link providing some background information about USB C devices and the iPad.
Anker USB C PowerExpand+: https://smile.amazon.com/Anker-PowerExpand-Delivery-Ethernet-Chromebook/dp/B07PPGWQ15/ref=sr_1_5?dchild=1&keywords=usb+c+hub+anker&qid=1588234566&sr=8-5
AUKEY USB C 5in1 Hub: https://smile.amazon.com/AUKEY-Ethernet-Delivery-Charging-Chromebook/dp/B0854JGJ6P/ref=sr_1_8?dchild=1&keywords=usb+c+hub+aukey&qid=1588234686&sr=8-8
VAVA USB C Hub: https://smile.amazon.com/VAVA-Ethernet-Adapter-Delivery-Portable/dp/B07R42N294/ref=sr_1_6?dchild=1&keywords=usb+c+hub+vava&qid=1588234943&sr=8-6
If you are using any of these hubs with an external hard drive you will have to make sure that you have a power adapter plugged in to be able to power the drive.
Charge and connect with the USB-C port on iPad Pro: https://support.apple.com/en-us/HT209186
Let me know if this helps!
I would recommend you look into buying a more power charger for using the hub and your external drive at the same time.
One Recommendation: Anker PowerPort Atom Slim https://smile.amazon.com/dp/B07PT7XMP9/ref=sr_1_10?camp=217145&creative=399373&creativeASIN=B07PT7XMP9&ie=UTF8&linkCode=as2&sr=1-10&tag=ianker-20
This charger power 30W so should be enough for your iPad, the hub, and your external drive.
Another Recommendation: RavPower https://smile.amazon.com/RAVPower-Charging-Delivery-Foldable-Compatible/dp/B07TC53ZYD/ref=sr_1_7?dchild=1&keywords=ravpower+pd+pioneer+61w+2-port+usb+c+wall+charger&qid=1588246779&sr=8-7
So if i'm using the hub with an external hard drive, do i power the hub using the 18W charger that comes with the iPad or do i need to buy another power adapter? Considering the anker hub in the first link uses 12W to power its operations, my external SSD uses an average of 2.2Watts. I would be left with around 3.8W for charging.
Also, i didn't manage to find any hub which has USB C data points along with the USB C port for power delivery :(
Have you tried this method? Not sure the external SSD will get enough power through that adapter. Apparently when connecting external hard drives, others have experienced issues with not enough power to operate the external hard drive.
If its possible, i would use a USB A to USB C cable to connect to storage drive with the apple USB C digital AV multiport adapter which is this https://www.apple.com/uk/shop/product/MUF82ZM/A/usb-c-digital-av-multiport-adapter?fnode=5a2b3085fbd34d2cc61f6211d112b9dfc7fc6f91cffa37f6810aec66aa2fe4b863816cb42d060bae9134b6a9f5fc4a62e7769c3ef68d4f8e9e0249754304da8869022311e67336f64548d143a4244b1c52d192a933ab33b03b592443419c04b87ac1f77d30a7904d484f4a2ecb215ad7
then you can use the USB C port on the adapter to charge.
