Currently running a 2011 MacBook pro with 256gb ssd and 8gb ram on High Sierra, I am awaiting the arrival of my new 2020 13 MacBook pro. My question is will I be able to restore from this High Sierra time machine backup on my new mac which will be running Catalina? and if so how do I do it?

During the setup assistant when you turn on the new Mac, choose the option to migrate from a Time Machine backup when it asks what you want to do.
