Can I restore from a high sierra backup on catalina?

Currently running a 2011 MacBook pro with 256gb ssd and 8gb ram on High Sierra, I am awaiting the arrival of my new 2020 13 MacBook pro. My question is will I be able to restore from this High Sierra time machine backup on my new mac which will be running Catalina? and if so how do I do it?

Yes. Migration Assistant can move files from a Time Machine backup to a new computer.
