My iTunes account has been disabled. I need it restored.

Typically this sort of issue can arise when you have an out of date payment method and/or an outstanding balance due to the store. See Change, add, or remove Apple ID payment methods - Apple Support in case updating your payment method allows you to unlock your account.

No outdated payment owed. I had a dispute over an app that I did not order, requested a refund, they refunded the money but disabled my account. This should not have happened and I want my account to be restored.
I refer you to my earlier advice. Specifically the section:
If you see a message that states your account has been disabled in the App Store and iTunes Store, contact Apple Support for help.

I would love to but I cannot get through to them!!!!! They refer me to the website which is no help!
You will need to take it up with Apple. There is nothing your fellow users can do here.

I cannot get through to them. How can you talk to a human being at Apple Support. This website referrals is not working.
It is the weekend. Try again tomorrow, try their call back service, try their Twitter account, try a web-based contact form if you can find one.
