You can not downgrade iOS.
Can't download certain apps because it will say I need to upgrade or downgrade to a later version in the App Store
It is telling you that you need to download an older version of that app on the App Store if it is available. Contact the developer to learn how to do that.
The iPhone 5C, introduced by Apple in 2013, cannot use an iOS version later than 10.3.3.
You need a newer iPhone to download current apps.
