You have clearly managed to enable either Split Screen or Slide Over view in Safari - these being major multitasking features of iPadOS, fully detailed in the iPad User Guide for iPadOS.

To simply return from Split View to full sceen, touch the little grey grab-bar that appears in the middle of the central divider - and slide your finger to either of the side edges of the screen.
