On 07/05/2020 you are scheduled to be charged $0.99 for your 50GB iCloud storage plan, but there is a problem with your payment information. This is what I received in email. I have 5$ Left On apple and ITunes card that I initially loaded for 25 $. Why do they not see that ??? 99cents Or else drop my storage is just insulting. Please advise or will they automatically take it out tomorrow on Monday?

Once you don't use that iTunes balance, then it will be debited to pay for the iCloud storage, however you should still look into why there's a problem with your payment information - If your payment method is declined in the App Store or iTunes Store - Apple Support.
