The USB port in your car may not be able to provide adequate current for the Pad - many being limited to between 0.5A - 1A at 5V (i.e., 2.5W to 5W). For most models of iPad 10-12W are required to successfully charge an iPad.

Are you using the USB ports just for charging the iPad in your car? If you can't use the 12V adapter options suggested above, there is nothing you can do to increase the output from the car USB port. Instead, you might want to invest in portable power bank to keep the iPad charged while being used in motion.

As I have already indicated, the fitted USB ports in your car cannot provide adequate power to charge an iPad.
Instead, you must use the 12V socket(s) in your car with a Charging Adapter that can provide the necessary power to an iPad. As an alternative, if you cannot use any 12V sockets In your car, is to use a USB PowerBank (this being a big battery to charge/run the iPad(s).
