Voicemail Setup

I’m trying to set up my voicemail and have gone to google to try and find an answer. It says to go to voicemail on the phone app and press set up, but there is not a button that says that for me. All that is there is a button that says “call voicemail” and when I press it there is an error to perform the request. I don’t know how to fix this problem.
