phone is not shutting off

Hi My wife iphone 8 Plus is not shutting down or allowing us to do anything

See this support article:--> If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support

keeping in mind that you can turn it off also going to Settings>General>Shut Down... (the last option at the very bottom).
