I have iPhone 5s and there is an issue that I am unable to use SIM card the option which is visible that is”you cannot use mobile data and more until it has been updated” and when i’m Trying to update it shows “you are unable to update”.

Settings -> General -> About. Go down the page to Operator / Carrier. Click Operator. Do you have the option to update there? You may update through your Wi-Fi connection.
