No. iDVD is dead and buried. It was discontinued over 5 years ago. The last system that ran it efficiently was High Sierra.
There are quite a few potential alternative video DVD authoring apps at the App Store. Most have demo version that you can try before purchasing. Most are designed to create video DVDs from video files. There are a couple that will also take stills and can add music to make a video DvD.
