Since Apple has made it ridiculously easy to delete accidentally all of a message thread, I want to back up my messages in iCloud. I use only Windows computers, not a Mac, if that matters. I've turned on this feature in SETTINGS on my iphone 12 but don't find any messages when I log into iCloud.com.

You will not be able to access your messages by signing in to iCloud.com. Also turning the option on in your phone should only allow you to see your messages on other devices such as an iPad or Mac (that you are signed in to with your Apple ID) and not necessarily back them up since they are included in iCloud backups.
