Every time I get to password screen on Safari it spins for about 10-15 seconds. There is no Keychain Access First Aid anymore so no joy there. I removed some old keychains to see if it's just too big. Again, no help. Logged out and back into iCloud. No help. Can't find any support articles that say anything I haven't done already. So frustrating.

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode?
Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.

Any website that I visit, whether one that I'm currently developing (we are a digital marketing agency) or anything else that uses Keychain Access. I've done all the cache cleaning tasks using Mojave Cache Cleaner and also just the regularly scheduled overnight Unix tasks.
After rebooting in Safe Mode, the password fills are indeed much faster! Thank you!
Its interesting that the other cache cleaning I did had little effect but the Safe Mode boot did it so well. Good advice BDAqua.
