In your Mac the iCloud Drive and desktops and documents box are checked https://support.apple.com/en-in/guide/mac-help/mchle5a61431/10.14/mac/10.14

And photos box is checked in system preferences https://support.apple.com/en-in/HT204264

https://support.apple.com/en-in/guide/photos/pht5156cc968/4.0/mac/10.14

The desktops and documents box , files / photos are saved on icloud server if the data is in designated limits , the iPad is synced ( signed in with same Apple ID and password ) also in iPad the iCloud features are turned as on https://support.apple.com/en-in/guide/icloud/mmb1de40d9/icloud

Even you change the Mac and reset( completely erase the hard drive and reinstall Mac OS ) set up new Mac again https://support.apple.com/en-in/guide/imac-pro/apd831707cb3/mac and set up the iCloud https://support.apple.com/en-us/HT208682

https://support.apple.com/en-us/HT208682

And sign in with same Apple ID and password in new Mac , and set up iCloud Drive , the photos will again sync .

The iCloud data will sync in it .
