if you mean disabled If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

if you mean activation locked How to remove Activation Lock - Apple Support

if you mean sim locked Use a SIM PIN for your iPhone or iPad – Apple Support

If you’re iPhone is completely disabled you may need to enter into recovery mode to disabled it and that will require a computer or Mac with iTunes to help with that.
