You will need a computer with iTunes installed to perform a restore, which will erase the phone. Instructions here...

That is why I told you that you would need a computer with iTunes installed. Your password won't help if the device is disabled. You still must go through the restore process to get it running again.

If the phone is disabled for whatever reason, you have to erase it using iTunes and restore it.
