After downloading big sur my computer doesn't work. Tries to download but keeps getting interrupted. Help please!

No third party. How do i start in safe mode? Did command R and tried to load older OS. Said it was lockout. Then formatted it and still same error message. Starts downloading big sur and stops at the 13 minute mark every time. ???
You mean it won’t turn on at all?

It has power. during down load of big sur an error occurred loading update. And it just sits there with that message until i turn it off.
