Frustrating upgrade

I have an older iMac running macOS Sierra v10.12.6 and I want to upgrade it as far as possible at least to v10.13. Every download I attempt to install keeps telling me I need a different version. What exact steps, including links to each upgrade if possible, are required to perform the desired upgrade?
