2 icloud storage accounts

I am not knowledgeable with iCloud or my accounts. I believe i have 2 iCloud accounts: 1 when i set up my new iPhone and another one when i bought and set up my iPad. Now i have 2 iCloud accounts.

iPhone i pay for 50gb and iPad has the standard free 5gb...

*Is it best to merge those 2 accounts and only use 1 iCloud account?

*Or now that i have had 2 accounts for over a year would it mess things up if i tried to merge the 2 accounts?

*How would i merge the 2 accounts?

*Also i think that each device is managed by different emails... Does that matter as well. HELP i am APPLE not savvy and iCloud not savvy.

The two devices iPhone / iPad are signed in with different Apple ID and password on the same network , sync specific items https://support.apple.com/en-in/guide/mac-help/mchlde9a31f1/10.15/mac/10.15

If you sign in with same Apple ID and passwords on the two device , the items will sync ( even you turn off iCloud features for a short while https://support.apple.com/en-in/guide/icloud/mmb1de40d9/icloud and treated as one apple id account that you don't want .
